The 19 Pueblos District, a political subdivision of the 19 Indian Pueblos of New Mexico (District) is soliciting Proposals for the purpose of contracting legal services. The District has governmental authority over 66 acres of tribal trust land located within the boundaries of the City of Albuquerque, NM. The District is home to the Indian Pueblo Cultural Center, two federal office buildings, commercial businesses, two hotels, and a substantial tract of land to be developed by separate business enterprises of the Pueblos. The District’s attorney will provide legal advice and representation to the District’s Governing Council and its officials on as needed basis relating to taxation, land use regulation, employment matters, intergovernmental agreements, contract matters, drafting of legislation, federal tribal and state tribal relations, and other matters common to municipal government created by an Indian tribe.
Background Information
19 Pueblos District (“The District”) is a political subdivision of the nineteen pueblos in New Mexico, for the purpose of governing federal trust lands under the sovereign authority of the nineteen Pueblos. The 19 Pueblos District was established through a charter in November 2012. A seven-member Oversight Commission provides oversight for the District’s Governing Council, and reports to the Governing Council. The Governing Council is comprised of the Governors of the nineteen Pueblos.
Qualifications
Proposals must identify the applicant’s relevant experience, qualifications, proposed billing terms, and must be received on or before the Proposal Deadline. Applicants must have a J.D. or equivalent degree from an accredited law school, at least five (5) years of relevant experience in the practice of law; and be licensed and in good standing with the New Mexico State Bar. Proposals must include at least three references. The District encourages proposals from, and will give preferential consideration to, members of federally recognized Indian tribes who meet the requirements and qualifications of the engagement.
